Pure-Keras 3 conversion of timm/tf_efficientnet_lite3.in1k for zeromodels. One implementation runs unmodified on TensorFlow / Torch / JAX.
This is an image-classification / backbone checkpoint (EfficientNetLiteImageClassify / EfficientNetLiteModel).
